Parliament Commands

Personnel

TransferMove or transfer officers to another city.
However, if you transfer a viceroy, governor, or tactician, they may become a common officer in the new city.
AllocateTransfer officers from other cities.
Use this command to gather powerful officers in frontline cities close to the enemy.
EmployInvite officers to join your force.
Use this command when you are short on talented people. It is also possible to recruit officers from enemy forces.
The success of this action depends on the acting officer's CHA.
The lower the loyalty and honor of the target officer and the higher the trust is between them and the acting officer, the easier it will be to employ them.
Reward or PunishAward or confiscate specialties.
Gifting your officers specialties will increase their loyalty, and confiscating them will decrease it.
Officers with low loyalty may defect to other forces or become less motivated to perform missions, so be proactive in giving out specialties.
AppointAppoint viceroys, governors, and tacticians.
Try to appoint officers with high loyalty as your governors and viceroys.
Appointing officers with high INT as tacticians will enable you to get accurate advice.
DismissDismiss an officer.
Use this when an officer's stipend is overwhelming a city's expenses.

Military

MarchAttack another city and trigger a battle.
You will capture the city if you are victorious.
TransportMove gold, supplies, or soldiers to other cities.
Use this to transport resources to frontline cities and cities with few supplies.
TradePurchase and sell supplies.
Purchase and sale prices fluctuate seasonally.
Try selling your supplies if you're short on gold in a city.
ConscriptGather soldiers in a city using gold.
Using this command lowers the city's gold, public order, supply balance, and draft population.
Success is affected by the officer's CHA.
When public order falls, unrest and revolts will occur. Only use this if you need to increase your troop numbers immediately.
ScienceMake scientific developments and gain the ability to use a powerful arsenal of troop types and siege weapons, as well as increase troop abilities and acquire special tactics.
Making scientific developments requires Science Texts, some of which can only be acquired by gaining control over certain provinces.
Science Texts can be acquired when a city's Science level is raised to 1000 and 2000.
RevoltStart an uprising against a ruler or a city's ruling officer.
If successful, you will be able to create your own independent force. Failure may result in execution.
Use this when you wish to rebel against the current ruler and establish your own force.
WanderCreate a vagrant army.
Use this when you wish to create a free force not tied to any particular city.
MoveRelocate a vagrant army's main base to another city.
All officers belonging to that vagrant army will transfer together.
The amount of gold and supplies vagrant armies receive depends on the level of development of the city they are based in.
Raise BannerTake control of an unclaimed city as a vagrant army to become a force.
Forces receive more income from the cities they control.

Plots

EstrangeReduce an officer's loyalty.
Target officers with low loyalty to make it easier for them to switch sides.
DestroyDecrease the city's defenses.
Reduce the durability of defensive facilities and walls in enemy cities to make them easier to destroy.
ProvokeLower the city's public order.
Decreasing the city's public order will induce public unrest and revolts, as well as reduce the city's troops.
ColludeConvince officers to betray their current force and join you.
If successful, the officer is guaranteed to accept an offer of employment.
Furthermore, once the officer is convinced, executing this command on the battlefield will cause the officer's entire unit to change sides, turning the tide of battle in an instant. However, this is only possible if you have colluded with a unit leader other than the commander of a regular army.
SpySend a spy to join the target officer's troops and cause panic.
Once the spy has succeeded, you can execute this command during battle and cause the target unit leader's regular army unit to panic.
Lay your plots ahead of time to prevent enemy units from acting and turn the tide of battle in your favor.

Diplomacy

GoodwillImprove friendship with other forces. The success of this action depends on the acting officer's CHA.
Building relationships with other forces will make it easier to do the following:
· Form alliances
· Invite them to join a coalition
· Join their coalitions
AllianceForm an alliance with another force. The success of this action depends on the acting officer's CHA.
Forming alliances has the following benefits:
· Allies will not attack you
· Can request reinforcements from allies
· Will no longer be the target of allies' plots
If there is a force you don't want to fight against, improve your friendship and establish an alliance with them.
CoalitionForm a group of several forces united against a single target force.
You will be unable to march or plot against members of the same coalition.
Join CoalitionJoin an existing coalition.
Join a coalition when you want to combine forces with others to oppose a powerful force.
When marching against the target force, if you engage in a coalition battle, you will be able to request reinforcements from each of the member forces.
DissolveBreak an alliance with another force.
Dissolving an alliance may decrease your friendship with that force. Additionally, the loyalty of your subordinates will be reduced.
Use this command when you no longer need the alliance.
Leave CoalitionLeave the coalition you are a member of. Doing so may decrease your friendship with the other member forces. Additionally, the loyalty of your subordinates will be reduced.
SolicitRequest materials from another force in exchange for a temporary truce that will last until the next parliament session. The success of this action depends on the acting officer's POL.
When you are a large force, you can use this command to pressure your opponents and take away their supplies.
DemandDemand surrender from a city. If successful, you will take control of the city without engaging in combat.
When a ruler's city is surrendered, all cities belonging to the same force will surrender. When a viceroy's city is surrendered, other cities belonging to the same division may also surrender.
The success of this action depends on the acting officer's POL.
However, bear in mind that governors with high honor are less likely to accept demands.
When you are a large force, this command will allow you to capture cities without spending resources on warfare.

Policy

Division PolicySet the course of action for the divisions under your control, including attack targets and transportation objectives.
City PolicySet the course of action for the cities under your control. You can specify the Domestic Points you wish to give priority to increasing, as well as the attack targets and transportation objectives.
You can use the Conquest command to delegate an attack on another city. The attack will commence as soon as preparations are made.
CreateWhen you create a new division, you can delegate control of your cities to a viceroy.
Delegation can be especially useful if you have many cities in your domain.
Select multiple cities to combine and coordinate their rule.
AdjustChange the cities and/or the viceroy assigned to a division.
DisbandDisband a division. Use this command when you want to regain direct control over cities that have been entrusted to a subordinate division.

Espionage

Espionage Gain information on a city's durability and troops, as well as details about its officers. You will not be able to view city policies, however. This action is always successful.
Espionage makes plots in that city more likely to succeed.
It is effective for 12 months.
After this period has passed, you will need to execute the command again.
