Town Facility
Town facilities can be added to the districts of a castle.
Adding town facilities will provide various effects to the castle and the counties under it.
Select Civil Affairs > Town Facility from the command menu.
Districts and Conditions
The number of districts where facilities can be added differs between castles. Castles on plains tend to have more districts, while castles in the mountains tend to have fewer.
Some town facilities are unavailable unless you've met certain conditions, such as crop numbers or issued policies.
Construction
Meeting certain conditions will allow you to improve added town facilities through construction.
Select the plot of an added Town Facility and then select Construction.
Castle Town Plan
Issuing the System Reform policy will allow you to set castle town plans for castles other than the main base. Setting a plan will consume labor, and the lord will begin adding town facilities automatically.
Town facilities added in this way will not incur a gold cost. However, addition speed will be slower than normal.
Access Civil Affairs > Town Facility from the command menu and select Castle Town Plan.
*Addition speed and construction LV limits differ based on castle abilities.
*Officers who are executing certain tasks, like diplomatic mediation or policy issuance, will not make additions.
*Additions will stop if the lord is relieved or transferred to another province.
*Issuing the System Reform LV2 policy will allow lords to automatically perform construction on added facilities.
*Issuing the Discretionary Power Assignment policy will remove the labor requirement for setting castle town plans.
Plan Types
Castle abilities determine which plans are able to be set.
Lords and land holders should be arranged based on the desired use for each castle.

Attack | Available when castle VAL is 70 or above. Prioritizes offensive facilities, such as training grounds. |
March | Available when castle INT is 70 or above. Prioritizes facilities that support expeditions, such as supply stations. |
Civil | Available when castle POL is 70 or above. Prioritizes facilities that support civil affairs, such as trading towns. |
Town Facility List
Irrigation Canal | Increases crops. Raises disaster damage prevention rate. |

Arrow/Gunnery Tower | Increases the castle's max HP. Increases counter damage when being blockaded. Issuing the Gunnery Instruction policy replaces arrow towers with gunnery towers, which further increase counter damage. |
Training Grounds | Increases max soldiers. |
Rice Dealer | Increases max supply limit and harvest. |
Supply Station | Increases provision limit (supplies consumed when marching). |
Stables | Increases cavalry LV. |
Shooting Gallery | Increases musket LV. |
